Other than that i used to go to same places either alone or with someone out of interest. Like improv and "klein-tirsdag" karaoke etc, and open mic night and when you go to same places you might see the same ppl and just end up having a chat. 
Not best lifestyle but i used to party and go clubbing a lot, you just end up either with friends for the night or actually lifelong friends. Many i still talk with today.
Made sure to make effort to initiate meetings with new ppl i barely got to know and find something fun to do, like dinners, going out for a drink or sunbathe at the park or something. 
Don't be afraid to say hi and start a conversation, don't be afraid of possibility to get rejected.
