depends, some shops and platforms let you pay it in advance at the checkout (eg ebay), sometimes you don't have to pay it at all if it doesn't get stuck in customs , if it  gets stuck in customs you have to go there and pay the taxes to get your item, or sometimes  you can pay it through the post office and pick it up there or the post officer brings it to you and you have to pay them at your door.

I think it depends on country a bit too. I had to pick up a package from customs twice and 0/10 can't recommend.

I think import is around 10% of what you ordered. Mva comes too if u haven't paid that already (25%). So if postens calculator is correct you got about 190nok to pay if you have to.
