Indeed, or possibly more advanced than us, although I feel like it is more likely that they are less civilized than us, else if they were hypothetically within our galaxy, radio waves and other things would have picked things up (I'm not sure if this has not happened).

Well, yeah. We've picked up radio waves, but it's always turned out to be from us.
