It's just that sometimes (very rarely) there are items in the shop you cannot buy unless you have a certain percentage in a certain country (for example at least 50% in South Africa).

Yeah, but I seem to recall that there was still an item like that available in the shop some time ago, but I might be wrong. There's still a "minimum national star" item left in there though, and there might be some other stuff too.
