Okay to try to give a proper answer. Is there anyone else in her near relatives that might be able to care for the dog? It does sound like she's not proper equipped to fully care of its needs.

If not then report it, it is in this scenario an option you can take as the last choice. 

Maybe try to talk to her about turning it in to a shelter? Tell her that it's concerning behaviour and emphasize on that it's :
a) Animal abuse & neglect 
b) It's not okay

I tried to explain to her yesterday what she was doing but she started talking / screaming for an hour why she did it she also got angry because she thinks I shouldn't interfere. Idk I won't report yet because I don't have proof yet I'll have to film it first. She lives alone unfortunately
