more likely though that the timing is calculated based on the intermediary time the bus needs, which is longer during rush hour and thus if it's just the middle of the day, the bus will be a tad earlier everywhere (which then means he has to wait at the stops)
it's a really glaring issue where my parents live on the countryside. like the bus either is 5 minutes too early and doesn't wait up or comes in at a whooping 15 to 20 minute overtime
