Deaf/hard of hearing. Also it's called audio-descriptive closed captions.

I was so hung up over the term visually-imparied for those who can't see well but I also knew that deaf doesn't qualify for everyone who doesn't hear well and needs the closed captions
this is one of those times where speaking multiple languages sucks - knowing the right term in 2 of the 4 languages and still not being able to communicate it properly :d
