nope, graveyards are not public spaces
they are open to the public, but not public per se (depends a lot on who owns the graveyard to begin with, like does it belong to the church or does it belong to the city it's in)

it's comparable to churches or schools
open to the public, but not free to use for the public whenever they want
sometimes that even fits to open spaces like parcs, though that's a bit more rare

But the street next to it is so incredibly dangerous that climbing over a small fence and walk through a dark graveyard is actually less scary.
