IMO it’s enough. I’d let someone know and frame it like “it’s not a problem yet but I am already uncomfortable.” 
Discomfort is unfortunately not enough to kick someone out of their apartment

all my other roommates know and they have been very protective and acted more cold towards him but it's very hard to get thrown out of student housing here.

Yea I was thinking more along the lines of like when you tell your friends where your tinder date is meeting you. Like letting someone know what’s going on could be a safety thing.  Like if anything did get worse you’d have a record of it.

that one guy I was talking about on here for a bit was in the kitchen when it happened, I was just coming home from my town's pride full of glitter and with a rainbow bracelet going to the fridge for my ice tea and he was asking where I was (the other guy, not homophobic guy). I told him and said I'm maybe going into town again after freshening up.

He asked what I was doing and I told him that I was going to go to the after party since I got free entry bc I helped the organizers with some stuff. He said niiiiice  (yk how some ppl say it) and asked what club it was at. Then homophobic guy entered the kitchen and asked if I was partying and I said yes and then he saw the rainbow bracelet and sticker and looked at me strangely. other guy stupidly asked if homophobic guy wanted to party too and that it's a gay party (or sth along the lines).
At this point I was kinda like uhhh I'd rather you didn't mention that ( the topic hadn't come up but like I kinda had a feeling homophobic guy was homophobic) but eh he saw the rainbow anyway so yeah, could have happened anyway. Then he said the only for kids stuff and the prison stuff.
I was giving him a death glare and saying that I don't think so, other guy said he is glad you don't go to prison for it here and I pretty much flew the kitchen after that bc we were only standing around not saying anything.
