Legally no.
If you buy a game, you actually just buy a license to play it. When you do so digitally the service you bought it from can decide to delete the game from their service, so it isn't possible for you to download it again.
Some services has a "buy, download once and then you have to pay again" scheme going as well.
Is this shitty? Yes. Unfortunately we're getting to an era, where physical copies are getting less and less common, and you can't secure your right to the license the same way digitally, unless you download it and save it on a hard drive or something similar.

I have never encountered a service that is pay for 1 download only, epic games, origin, steam, playstation etc etc u all "own" the game in a practical sense, and can download it and uninstall as u want, on multiple computers too usually
