What is a liquid?

I have been on a lot of airplanes but never learn; what counts as a liquid?

Toothpaste?
Cleanser balm?
Etc

Where is the line?

Depends on where you're taking the plane from I think ??

Egypt were very harsh with their liquid rule and mascara also counted as a liquid together with toothpaste.

Probably not too harsh. I don't think toothpaste will count as a liquid when it's EU only.

Most creams for the face do though.

Liquid to me is anything that is in a more ''drinkable'' form, i.e water, perfume, makeup remover etc.

I know some airports are more strict though, but afaik Sweden will allow you to travel with any amount of liquids if they are in the checked baggage. 
You can also check the airport's website, they usually do a good job at explaining what you can and cannot bring onto the plane in a carry-on vs a checked bag.

nice rule of thumb that i use: (i travel alot but within europe) if the item package says the volume in ml and not grams then i put it in my liquid bag. so for example alot of mascara and lipstick and toothpaste tubes say ml
