For underage 9 years is a lot.... and all the relationships that I've seen with a minor and someone a little bit older never ended well.
Idk how old your friend is, but that's like a teenager dating someone in their mid-twenties, and that doesn't sit right because of how young she is compared to him :\
But this is just from my experience from what I've seen

its a little uncomfy, but sometimes you gotta let your friends make mistakes and be there for them if/when it doesn't work out.
one of those, "i support you not your decisions kind of thing?"

good bad or otherwise

(although if she is underage that is illegal, however i know someone who dated a guy in middle school 12 years older than her and theyre happily married with kids now so *shrug*)

edit:
i should caveat, in case it isn't clear
i don't condone it, but i know how stubborn some people can be. and sometimes being a good friend means saying it's icky and not supporting it, while simultaneously keeping an eye on the situation. Sometimes it IS meant to be, but most of the time it isn't.

i am a big advocate for letting people make mistakes and being there in the aftermath to help

well-

i don't know how young your friend is exactly. legally a lot is linked to the age of consent, which varies by country/state. if you're below the age of consent then it's said you aren't capable of giving consent even though you agree to something (on grounds of being too young to understand what you're doing). in any case the responsibility falls on the older person. which can be extremely bad if the said person is messed up in the head (which if you're into/open to dating minors, you automatically are).

i would do anything to convince her out of the relationship. in that scenario unfortunately your friend might not take it too well, but you're only trying to do what's best for her. you could save her life.

Demi Lovato has a song called 29 and it always gives me the chills because it explains these situations so well. She sings about a relationship between 17 and 29: «Thought it was a teenage dream, a fantasy. But it was yours, it wasn’t mine.»

Kids don’t always know better, especially when it comes to love and affection, so it’s important to help if you see something that doesn’t seem quite right

I knowwww like shes not even 18 yet and she hasn't made the best choices these few years so I really try and reach out to her but shes really stubborn she thinks I'm mad but I just don't want her to do somethings shes gonna regret yk imma keep trying tho.
