i want to take pictures where this happens if u take a portrait or photograph a bird or smth
 like the blurry almost circle like bg

its a bit hard to tell what u mean from just one picture
do you mean like this? 


most dslr cameras should be able to achieve bg blur with the right shutter speed/apature/focus settings no? n then maybe post editing to make it more intense towars the edges? in procreate theres perspective blur that does this so you could duplicate layer, use it on top, erase the subject, and adjust layer opacity as needed

Also maybe see if there are are some filter leses that does something like it / blurs the edges but not the center?

could also maybe have been achieved by the photographer moving the camera backwards or forwards somehow while having subject remain in focus,, idk how thats entirely possible but found something akin to it described here

it's less about the hardware and more how you use it
tho some lenses make it easier

i think a 35mm f1.8 or f1.2 lens should help you achieve that 
The low aperture will give you the focal depth you want (blurred background), the lower it can go the shallower the depth of field 


edit: i re-read and saw the circular part, searching "swirly bokeh" may help!
