Yes, public schooling is paid for through taxes in the US. Private schools are not since the Government doesn't fund them. 
If college were free it'd likely be paid for by everyone through taxes as well. That may be a good thing, but a lot of people still won't like it tbh.
The costs now to attend Uni in the US is ridiculous though and student debt is definitely a huge problem so something needs to be done.
I could imagine the people who "wont like it" will be the upper class,.. I know that high tax is hard for the lower class because they have to pay more, but in the longer run. It will benefit those the most. For them and their children to be able to get an education and earn the money that they can't.

10 years? i like to bring up the fact that in the state of alabama interracial marriage was banned until 2000. Far more than 10 years I'd say. That's 20 years ago. 20 years ago interracial couples could marry in alabama.. that's after i was born
