So for instance Sol makes a code design for one of the teams there and now the EN and DE are free to use that code outfit for whatever team they want. In most cases, this is first come first serve.
So, it's ultimately the "designer's fault" (very lightly put) if sets get used as codes. But again, we all have reasons for that and just going around nagging about it instead of trying to understand the reasons is a bit ... not so thougt through. No shame to the people who critique the use of sets, but there are more things at play than users see at first glance.

I think all the sets should be submitted to the Jess or a main pool from where the teams can choose for codes and events, but only after all the obligatory sets (mcw/ auction/ dm/ hof/ wof) have been covered... it feels like teams get everything first and whatever left is being used to cover the rest. :\
