I think the best system (which I read about during a course in political science I took several years ago) would be a proportional system in which you rank two choices. If your first choice does not get enough votes to make it into parliament, your second choice will count. This would enable people to vote for what they actually want to vote for, instead of being scared of casting a vote that won't matter.
