No, he's in the slowest car. In F1 you have constructors, you don't have that in F2 and lower. In F2 you have teams and mechanics but they can only do minor things with the car, in F1 the cars are different, there is 4 different engines on the grid (Mercedes, Honda, Ferrari and Renault), the Ferrari engine is the weakest (tb to all the races where Ferrari has been beaten by customer teams like Alfa Romeo..). The actual car itself is also different, Williams (the team Russell drives for) is a Mercedes customer team (they are Mercedes engined) but they are still consistently the slowest on the grid, as the aerodynamics and general car is just absolute rubbish. Last year it wasn't uncommon that they got lapped 3 times in a race, so they are 3 full laps behind the leaders.. that's just..... awful. Despite having the slowest car Russell hasn't been far away from getting points, and despite having the slowest car he has been able to get to Q2 (qualifying round 2, qualifying for races are in three parts and the top 15 advance to Q2 so he has started in the top 15 often)
