it is way easier coordinating the same sets for regular game festivities for every server instead of telling every server to organise it themselves (it's way less time consuming for our admins - that do this job in their free time, mind you - to handle it the way it is now)
luckily, there is a bit of wiggle room when it comes to sets
you can use sets, that have been codes on other servers, as shop updates on another server
