For "fairness" sake because higher lvl earn more fans and pd.

Though this is still obviously a pay to win which isn't in anyway fair.

I don't want to make a side account and earn pd/fans on that account while I can earn way more fans on this account with the equal amount of time spent on it. 

With simple mathematics you could make this contest also fair but guess they're too lazy for that.

Yeah, we had a record label fan comp like this wayyy back and it was percentage based, but depending on how many fans you have the decimal place was altered a bit since it's a lot easier for people with less fan to suddenly rise in fan.
