That's a risk worth taking, in my opinion. I do see your point, though. 
Personally, i'd rather get a nice set that was claimed 400 times, rather than not getting one at all, because a) I'm from a timezone where it's very hard to get the codes, and b) many people end up claiming the codes from side accounts, making even less people actually having it - so if there's 100 sets in game, there's a big chance that actually about 80 different people have the sets.

we have enough people that codes can stilll be sort of rare and worth something with as much as 150 I think.
