Yes you can make another account to talk to yourself if you have no friends on that account.. or at least that's how it would work if its a friends only feature. 

Startalk = facebook news feed, gaia status, gsm status/chatting, twitter feed, etc.

It's definitely something different. It's not going to be moderated either according to Kim's earlier post. Though this is currently just a concept and not yet launched for now. :/
