Yeah, I am going to have to agree with this one.
Broken English might be troublesome (I have nothing against those still learning the language.)

It is important, but usually for official topics you will have the help of the rest of the team. As long as they are trying and aren't afraid to ask the team for help with how to say something I don't see it being a big problem, or something holding someone back from being a good mod.

Don't you think "top notch" is a little high requirement? Most of us here are from Scandinavia which means English isn't our main language and most of us are still learning the language, I included. But I still can make myself understood but I'm nowhere close to a top notch English because that is very hard to have without having English as your main language.

We can understand what you're saying so we're not directly speaking about you.

I have one example which I can't use because it would be mean and not the right thing for me to do. 

But there are those with super broken English that are difficult to understand.

To be fair, if you're supposed to be a mod on the English server, it would be better for communication purposes to at least be able to get your point across without the other party having to ask you multiple questions in order to understand you. 

Just my opinion but I am sure some others would agree with me to some extent.

This covered my opinions pretty well too. And "most of us being from scandinavia", well, I know Finland is not part of it but in Finland the level of education in English is very high. Most Finnish people (depending on how good they are at learning languages, age, etc) are fairly good at English. I'm sure the English classes are good in Sweden, Norway (I know many fluent people from Norway, like Nama) and other scandi countries too.

And as Aimz noted, being a mod on an English server means you have to be good at the language. Being good at a language also developes with age so I also think the older moderator, the better.
