It's 10:22 here. I have work at 14:00, so anytime in the morning for me. 

School's out, right now, so I'd say anytime during the day (but it really depends on when the person has to go to work. It's going to vary for everyone). 
I remember someone saying something like 4-7PM and I went with thinking evening would be a better time since people go to school in the morning

so I guess it depends 

I work evening and weekends usually, so if you went by that I'd always miss it (unless it was Saturday to Monday).
