We found an advertisement from Kaj on a site which says that for 2500$ he will place a banner on the site and email us twice a month..

it's not even about the money, it's about blatantly lying to his users + keeping his ex-girlfriend from speaking her own mind about things
Yeah, I can agree that that is wrong, but tbh I (personally) don't really care that much

It's not forbidden at all. You are never anon on the semantic web. Never. 
Also ads can be good to use actually. Kinda annoying for the users but still; which site doesn't use ads?
