You can, as far as I've noticed, make an account for Instagram and be limited active on PC, you just can't upload pictures to Instagram from PC.

if I want to participate, the team's
voluntary policy forces me to open an account.
There are workarounds I could look into for opening an account without my phone, but no: you cannot open an account through instagram's website via PC.You are directed to download the app in order to open an account.
I recognize that this is a reward for followers, but
a PRIVATE social media account contradicts the purpose of the social media accounts--to spread awareness of the brand and invite new users. Unless, of course, the Social Media Team is more interested in exclusivity for its followers than attracting new friends? Seems rather
antisocial to me.
