We've always had a rule that says spam isn't allowed and this is pretty much just an elaboration on what is considered spam, so everybody is on the same page. It's not new, it's just explanatory for an existing rule.

That's possible because in the early days of VP, you didn't need to verify your e-mail address by clicking a link that was sent to you. You could just enter any e-mail address whether it existed or not and it'd be accepted. 

They changed this like last year I think by adding the verification email.
