this kind of cryptogram is where the letters are switched with other letters. 
we know from the pic and the hints that:
A = B
E = J
Z = Y
C = F
L = X
P = E


so, for example
_  _  _
B X  J

this would be "ALE"

also pay attention to the numbers under the letters! they will help you solve it.
and notice that 13 comes twice. this is on purpose to make it a bit harder.
