i guess how any other team goes through the process of picking new members
just more official and thorough i suppose  

i.e applications, different rounds, all that jazz 
current mods im sure will discuss amongst themselves who they believe is most qualified 

edit: unless they decide to run it like the admin applications and have the players vote 
which would be interesting
