idk if you ever played neopets but they allow for custom clientside css/html and they have the whole display already objectified so you can just hide/alter elements as you see fit. obviously would want to make it html/css only (no js!!!) so that people don't take advantage of it, but it seems to be a pretty straightforward concept to launch since literally every neopets clone has it as a base feature LOL

Only the public part (html/css/javaScript stuff), you can't see server side's php from outside
(Judging by the wardrobe's javaScript code, server's codebase must be really messy too)

I'm a 4th year uni student and I don't work in IT yet but I'd say 3-5 weeks should be enough to properly plan and make a new system (wd and shop items catalogue system for example)

it really depends on if there is any documentation/comments in the codebase

if the codebase is properly documented? a week. if the codebase is not properly documented (which is much more common)? could be a month or even more because you basically have to 'learn' what everything in the codebase is from the ground up

edit: this is specifically about overhauling the wardrobe system, not about updating the site as a whole or adding new features.
