There's some rules that are causing confusion due to being horribly, horribly translated, so I attempted to salvage them and make them understandable.
Parts of rules that conflict are highlighted in red. If the entire rule is conflicting, I only highlighted the title to make it easier to read.
All rules are collected from here, here, here, here, here, and here (yes, there are currently six different rules pages as of right now).

You may speak in languages other than English, as long as you include an English translation.
Inappropriate Usernames/Banners/Etc: ๐ซ, some parts conflicting
Banners, usernames, profiles, and any other user-editable content may not be inappropriate (sexually explicit, racist, etc.). You will be given a warning, and if not changed within the time limit given, you will either be given a TO or deleted (here says you'll get a TO first, here says you'll just be deleted, here says you'll be 'banished', whatever that means)
Swearing: โ๏ธ, updated in 2016
You are allowed to swear, as long as said swear is not directed at another user. 2016 rules added an update that also banned swearing in thread titles, blogs, and shouts.
Advertising: ๐ซ
Advertising another site/a product is not allowed. You may suggest and discuss other sites, but if your account was created soley to advertise, it will be banned.
Misleading Links/Threads: ๐ซ, updated in 2016
Links leading to jumpscares, explicit sites, or otherwise TOS-breaking sites has always been banned. 2016 rules added an update that also banned 'clickbait' threads (threads that have an intentionally inticing/misleading title, with little/no actual content).
Trading Offsite: Conflicting
The 2016 rule list says trading VP items for real money is not allowed, the main VP rules thread says that offsite trading is allowed, but they can't be held responsible for scammings, the main VP rules link says that selling VP items for real money is not allowed, and that if you do so they will not help you if you get scammed, the consequences page says you are not allowed to trade offsite at all, this thread says you are allowed to trade offsite for money, but if you do so you run the risk of getting scammed.
TL;DR: You are not allowed to trade offsite for real money, and it's unsure if you can trade offsite for items from other sites. If you get scammed, the mods will not help you.
Sex/Dating: ๐ซ
Sex in any way, shape or form, is banned. Female nipples are also banned. Additionally, VP is not to be used as a dating site, and any threads asking for a partner will be deleted.
Drugs: โ๏ธ, updated in 2016
The 2016 rule updated added to the rule, allowing users to discuss drugs if it is done so on a private record label. Otherwise, the rules say that discussion of drugs is not allowed (even though the mod herself has done so, link added when I find it).
Self Harm/Gore/Violence: ๐ซ
Even if it's used for education, violent imagery has never been allowed. This includes (but is not limited to) gore, self harm, or any other form of violence.
