Designs are released a few ways. Either in the shop (no set time. Things are usually only in there for 24 hours), released as codes from the teams or the admin, through wheel of fortune (new set every week), getting in the top 10 of a category for the week, buying manager, or getting a weekly set from having diamond member. 

You're looking at about 2k ish per credit. Items in the shop that have both pd and cr mean that there are multiple of that set in the store. Which means you can either buy It for the credit price or buy it for the pd price
