For all the teams, it depends what is happening behind the scenes and if it has been discussed.
Myself, for example - I haven't done my team activities for a couple of weeks now (and won't be for another month or so) due to having big exams coming up. This has been agreed between both my teams that it is fine because of the work I have put in previously, shall do in the future etc. 

It becomes a problem when people keep repeatedly asking for time off consecutively due to reasons, then it has to be discussed if they should step down or not, etc. 

Atm though, I think a lot of the teams are on a rather small break due to many members going through exam season.

A lot of people though don't update their blogs also. I think she does still design just not as much as she used to.

I do understand about the exams since it's about ones future but yeah I get a feeling like some people take a break now and then repeatedly which isn't fair to anyone because they're both letting they community down and also other members who could have done the job better :/

That's typically where this part comes in:

It does happen though it's an initiative taken by the individual team members to discuss. A member of FT, for example, can't tell DT to kick someone out for inactivity etc. 
It has been advised recently though that some teams look into inactivity with particular members and a lot of members have stepped down due to this. 
There is a chance more members could if nothing improves during the summer but I can't really say :3
