What happens to codes and sets that are being held by team members if they leave the team or the site? Do they just stay in permanent limbo without ever being released? Or are they passed forward to other team members? Do all the team members have the codes or just the couple of people that have the sets in their wardrobe?

since it's not released, the user who owns it is not allowed to sell or trade it. So it stays in their closet until a team releases the code.
and what happens to the code is up to the team(s)
