Photoshop cs6 portable. The portable versions of photoshop are always free and unlimited (:
Paint tool sai is also a really good program for designing and drawing, but it has a trial version

A tip from me is to always take time sorting your layers.
Sometimes when I'm drawing, I get so lazy, I just make whole bunch of unlabeled layers and then get confused as heck.

thats mainly what im confused on, what is layers and how do you use it?

Idk how to explain layers but it's like a new... layer on your drawing tbh. Yes... this makes sense orz
Basically draw different parts on different layers. That way, if you fuck up it's easier to redraw or correct.

Like.. use a layer for the skin tone, a layer for shadowing, a layer for the face, a layer for eyes and eyebrows, one for coloring in, a layer for outline  and whatever else you can think of.

This way, if you fuck up the color of the eyes and want to erase it, there's less risk to erase a part of the face or something like that. 
Plus, for each layer individually you can choose opacity and such

That's what I use layers for at least... I'm no good in photoshop so don't listen to me haha XD

I can only say that I'm glad it helped. I'm not exactly the best at explaining things, nor do I often work in photoshop are any drawing/editing program, thus I don't come across needing to use layers often. 

So, if you need any help in clearing things up, you can go ahead and ask a designer or an experienced player u.u [haha jk you can ask me too, though the probability of me being able to help you is smaller, that's all ^^]

Yeah, What Alexys' said.

If you go on Deviant Art, you can find a lot of helpful tutorial using pixel method.

And this is an extra explanation for a layer.

Imagine you have couple of tracing papers (The really thin papers that let you see through the other layer).

You draw your sketch on one of the papers.

Then you want to outline your sketch. So you stack one of the tracing papers on top and outline it. Now you get a perfect outline and you can discard your sketch drawing.

Then you plan on drawing a hair on the outline. So you stack another tracing paper and draw the hair. But then you decide...no, I want to make the hair short. So you remove your tracing paper with the hair on it and stack a new tracing paper. That way, when you erase, it won't erase your perfectly made outline.

Yeah, I'm pretty sure if you scroll through it, you will find it.
It's very small, looks like a dot, but it's labeled as pixel.
