Yes, they can be used as religious tools for those that use them that way, and they can be used to commune with spirits-- there is an aspect of mysticism to it in that way, but it's honestly a skill that *anyone can learn*, but that some people are sort of latently talented in.
It's simultaneously about listening to your intuition and knowing what the cards are saying, and then interpreting them in a way that's useful and helpful to your client. It's not to say that they aren't magic or special in their own way, but a lot of the time people think of them as something they're not.
