HELP! i need important life advice

rightso i'm 29 years old with two kids aged 4 and 1 

my department at work is being shut down due to THIS ECONOMY
this does not mean i'll be unemployed tho as i'm in the public sector, but my new role won't be as good as my current, and will mean i'll have to work outside of office hours (not good since my kids' preschool isn't open outside of office hours)
anyway i've two choices

choice 1: go to uni and study social work. it's a 3.5 year long program that will most likely lead to a proper job with office hours right after (because i have experience etc). the pros of choosing this route would be that the day-to-day routines and living would be easier since my classes etc would be during office hours, a great part of it can be done from home which means less hours of childcare for my kids (since commuting time disappears + i can study when the little one naps, after they've gone to bed and so on and so forth) meaning i get more time with them while they're little, and it opens up for lots of better positions workwise later on. the cons? massive student debt. now i'm in sweden, so our system is quite nice and humane, but it would still mean i'd have to pay the equivalent to about 250-300 euros per month for like, MANY years to come.  

choice 2: just take the not-as-good job with the horrible schedule and live with it. it pays me around 3300 euros/month and my rent is 800. pros: it pays and i don't go into debt. also it's really secure, since i'm employed in public sector and firing someone from a job like that is HARD, next to impossible unless i commit a crime. cons: everything else. i'll see my kids less. i'll miss christmasses. i'll have a hassle with childcare. it pays ok today, but i'm pretty much at the roof - i'm already amongst the highest paid for that specific sector.

Not in a position to offer advice since I currently work a minimum wage job and my shift starts at 6am or 2pm lol

Is there no chance of getting a decent job without going back to uni? Studying just sounds like a lot with 2 small children

Also working a minimum wage, but honestly I think going back to school to ge tthe better job with better accommodation is the way I would go. Your kids are young and they need you around. They will never be this age again and it will be better for them to learn and develop with you as much as possible right now l, especiallygiven how young they are.

I also think starting at the ceiling is terrible,,, very sucky

How are your social network? Can the kids be picked up by relatives or friends and to things when you have to do homework?
Can you move to a cheaper apartment?
Is there a way for you to have a job at the weekends and get some income that way?
I think the school route is the best for now since the kids are so young and you can spend time with them.
