that's probably part of it, since there's plenty more time to turn in apps.
vp's userbase is pretty small in general is the main reason most likely. 
Still, 15 out of 200 online isn’t even 10%, and I bet those 200 aren’t everyone who’s active, so its quite few, I believe. But I guess the fact that there’s still a few weeks left to the deadline is part of the reason.

I started moderating when I was 14 but if I'm being totally honest, I was incredibly unqualified. 
16+ isn't awful but the odds of finding a model moderator at that age is pretty difficult. I'm just shocked by it is all, not a lot of places allow anyone under the age of 18 to apply for these kinds of things anymore! I have faith the staff are more than capable of finding suitable moderators.
