It should be one of the first things to do. And not by Jess, but by Kaj. The issue kinda was solved, at least some parts of it, so what are they waiting for. That 1 sentence shout is the statement? Seriously... 
Yeah I have no idea why Kaj hasn’t made an announcement, maybe he thought that it was enough to make the shout about people getting their credits back..
