It used to be around 20ig with almost 200 users online though. 

If it keeps increasing with each raffle, it loses the specialty of being a raffle and of being special sets because people will expect them to just raise the amount each time if they shouted loud enough. 
I understand what you mean and I'm disappointed to have not won either but when you actually do win, it makes that much more special and I guarantee - at least everyone wins something at least once on VP.
