Don't you think "top notch" is a little high requirement? Most of us here are from Scandinavia which means English isn't our main language and most of us are still learning the language, I included. But I still can make myself understood but I'm nowhere close to a top notch English because that is very hard to have without having English as your main language. 
In my point, it's more those that are still in the beginning stages of learning.
We can understand what you're saying so we're not directly speaking about you.

I have one example which I can't use because it would be mean and not the right thing for me to do. 

But there are those with super broken English that are difficult to understand.

To be fair, if you're supposed to be a mod on the English server, it would be better for communication purposes to at least be able to get your point across without the other party having to ask you multiple questions in order to understand you. 

Just my opinion but I am sure some others would agree with me to some extent.

This covered my opinions pretty well too. And "most of us being from scandinavia", well, I know Finland is not part of it but in Finland the level of education in English is very high. Most Finnish people (depending on how good they are at learning languages, age, etc) are fairly good at English. I'm sure the English classes are good in Sweden, Norway (I know many fluent people from Norway, like Nama) and other scandi countries too.

And as Aimz noted, being a mod on an English server means you have to be good at the language. Being good at a language also developes with age so I also think the older moderator, the better.

You see in the mod inbox that a startalk post has been reported. You go to check it out, but another mod, Joey, says that they have got the situation covered. However, when you open the startalk post you see that Chandler, who you know for a fact is Joey's best friend, was the author of the post. What do you do?

Amber and Cher are having a discussion about parties in the forums, where Cher makes the striking argument that if there isn't enough food you should just go to the kitchen and rearrange some things and get everyone a seat, because they could most certainly party with everyone. Amber responds that the argument is stupid and that she can't answer that, and makes silly gestures to Cher who is clearly hurt when she goes to take her seat. What do you do?

Following the welcoming of the new mods, some comments are emerging questioning the impartiality and objectivity behind the recent choices that were made. Unfortunately, we aren't talking one or two Startalk posts, in fact there are lots of both Startalks and forum posts making nasty accusations about bias. It is clear that most posts are directed at one mod in particular, with claims that their friend did not deserve making it onto the team. What do you do?
