they may have muggle technology outside of school but as stated in canon, the magic around the castle interferes with electronics and makes use of things like cell phones, ipods, and televisions impossible. and again, some knowledge of muggle culture is understandable, but they also do spend only summer break in the muggle world, and the rest at hogwarts. but to answer your question: no on technology, yes on muggle culture, to an extent.
