Ok so I'm thinking his powers are just traits that they've engineered into his DNA, he has the ability to calm people down and send signals to people that are able to receive them. He can also kinda 'brain-wash' people. In this case, he would explain to Monty about the plans and the mission just by touching him, and in that also receive information about Monty to an extent (basically most of what was in your character-description). 
But since Monty has powers that might interfere with the powers if you want.  And I refer to him as 'him' because he doesn't really have a name except maybe experiment *some number*. 

Also, Lacerta. I'm thinking he's one of the scientists that used to work with Dean's father. He's bat-shit and grew up in the lab but has been outside on a few occasions. He lacks social skills but he doesn't need them, because he has developed a superpower that makes it possible for him to convince people to do anything he wants. It's some type of hormone he sends out, that make people unable to think for themselves.

Aah ok! I don't think Monty's powers would do much in this case but we'll see. It's more his tendency to repress some events to the extreme to that might screw with the information, but those are outside of the character description so it ok.

I'm thinking the basics:
- How the lab looks (through the Experiment's eyes, so that Monty can get a picture of how to know where most things are)
- The rules about the staff (not allowed to touch or approach in any way, etc)
- Maybe what they've done to him/planning on doing to him?
- Just shit that would calm him I suppose

I mean, we could just make things up as we go? If you suddenly find a need for Monty to know something about the lab, then we'll just say it's part of the info he got from the Experiment.
