Stalling outside the training grounds had become a common habit for Jude. The counseling, he felt, wasn't helping. While they told him to aim low, to avoid feelings of disappointment and frustration building up, the management wanted him to aim high - just master his power and get on with it. Stop wasting resources. It wasn't like he couldn't beat up a mannequin or two in a plain room, it just freaked him out.
