Not quite - at my uni we have a one year course, a masters programme and a phd programme. The aim of STS (which it is usually referred to as) is to reunite technology studies with social studies. At my uni it is a part of the institute for interdisciplinary culture studies (together with various programmes for culture- and gender studies). Most of the research in the field revolves around showing how technology is socially costructed, and also shaped by different social factors. It's very anti technological determinism and so called "black-boxing", aka. believing that technology will have this and that effect on society without us having any say in it. (-:
