It does apply. It's only that the u in user have a j/g-ish sound to it, which makes it more weird to say "an" before the word

BUT idk it is annoying if you want a username from someone that hasn't been active. I think he should create a standard timeframe and send some sort of email being like "if you don't log back on, then your account will be deleted in x amount of days" like most sites do
