On that part I agree, that its a poor excuse for bad behaviour. But I think that person is one of the very few who feel that way. I've never met any danes thinking catcalling is in any way charming (except for those who do it).

and i wonder if they would really say that if they were out at night as a girl and a man began following them

I think anyone saying something like that haven't really been in a situation remotely similar to it, and probably don't understand how uncomfortable it really is when it actually happens.
That, or they are trolling. Which I think is probably the most plausible explanation.

it's that they feel the need to share it with that person

I was there too when this happened and what I don't think you realize is it came off very "feel sorry for me, cause I put on makeup and guys think i'm pretty". It's all about delivery, and I don't think it's right for anyone to stalk or catcall, but I do think it was a very attention seeking way you portrayed what happened
