No, but you also can't blame VP, because that's not even remotely within the scope of what VP is responsible for.

No one is blaming the victims? They're just pointing out how incredibly easy it is to find personal information about people if you want to. That doesn't justify the spamming/hacking, but it's something most people should think a lot more about.
Why isn't anyone blaming google???
I type in my name and there's my address, date of birth, political party affiliation etc 
Or maybe I'm the only one hacked by them

Users on DE got personal information that vp don't store sent out to all users about users. Photos, insta, facebook and such.

As for how banning works, unfortunately VPN's are a thing and although we try to catch people the best we can, theres not much we can do to stop someone making new accounts.
