scars can even reopen duirng the tattooing process and theyll stop and you cant have it finished. your tattoo artist should be really familiar with tattooing over scars if youre considering that and should be able to consult you on if its even possible.
If the scar hasn't gone back to your original skin tone they are supposed to refuse the tattoo. 
Since exactly that,  reopening a scar can happen. 
If you don't tell them well,  that's on you because that's something they definitely need to know.

anywhere under the elbow should be fine since that area usually don't change too much even w/ significant weight loss/ gain

i don't know about arms but i got a tattoo on my hip when i was idk maybe 15-20 kg heavier and it kinda sagged i think, like i'm pretty sure it sits lower on my hip than it used to. i have no idea how much weight you'd even have to lose for things to change drastically, but other than a slight move of location, it's still the same shape and all that
