As for the accent, it's not really noticeable where I live. Most people can actually speak better than write

depends a lot on education/town, people with a higher education speak english very well because they have to, i have classes in english.

Berlin has quite a few dirty spots actually, but it's nice

Yeah, there is. And the standard for being good at German (or any non-English language) is low. My broken af grammar and barely A2 German is good according to some people even though.. It's clearly really.. Extremely.. Bad.
