Based on what you're saying I wouldn't send that apology, period. 
They were still technically a stranger to you and it will likely only confuse them or upset them more if you send an apology. I doubt they even remember what happened.
We all make mistakes and say hurtful things online to people. We can't take those things back, but we can use those moments to grow as a person. 
What you did wasn't good, but it's been 4 years. I'm sure you've grown somewhat from that time in your life. You're never the same person you were the year before so you definitely aren't the same person you were 4 years ago. 

If atonement is important to you do so in healthy ways. Maybe support more artists and lift them up.
